The West and the Caucasus.
Revolutionary elections in the post-Soviet states.

The elections in USSR did not satisfy democrats after 1985 as well, the elections in post-Soviet space do not correspond to the demands of democracy even today. The voice count for one candidate is almost at one hundred percent not only in Central Asia, but, curiously, in Georgia too. Even the EU representative was forced to admit this: almost 100% for Saakashvili is certainly not an evidence of democracy! V.V.Putin noted, that the elections in Afghanistan were conducted in a similar fashion… And the fashion of the elections in Kosovo under the control of the West is also plain: hundreds of thousands of Serbs were denied the right to vote! Is this democracy? It is difficult to come to terms with such a "democracy". If one considers the perspectives of democracy based on the doubtful value of these elections, the conclusion is not encouraging! The outward similarity of elections in the West and the East does not account for anything-it is purely formal. In the same token, the youth uprisings in Europe in late 1960's cannot be compared to the youth uprisings in Serbia, Georgia and Ukraine for clear reasons. For one, the European uprisings developed inside Europe, i.e. they were not exported from the outside, while the various "otpor"-"kmara"-"pora" youth movements were demonstratively exported from the West, a feature of concern for their effects in countries with deep totalitarian traditions.

Look at the process in Georgia, where the West successively supportes the presidents Gamsakhurdia, Shevardnadze and Saakashvili. The first of them turned out to be a fascist lunatic and the loudest voice to declare so was Shevardnadze. It is after Shevardnadze, that such labels of Gamsakhurdia regime like "fascism", "Georgian provincial fascism" got currency in world political lexicon and "zviadism" even became the descriptive term of this period. We should note, that these labels were used before Shevardnadze in Abkhazia and South Ossetia, but before Shevardnadze people preferred to disregard them. Russia and the West supported the Shevardnadze coup against the legally elected president Gamsakhurdia and even Western analysts note, that Shevardnadze got this support only because of his promises to resolve the conflicts with Abkhazia and South Ossetia, started by the Georgian "fuhrer". But instead, we got the decrees of president Shevardnadze to immortalize the memory of the leader of Georgian fascism-Gamsakhurdia, showing with whom Russia and the West are dealing in Georgia. Russia have learned the lesson but the West did not!

The main proof of this fact is evident-the deposed Shevardnadze personally blamed the US for his deposition and by this had repeated word by word the blames by Gamsakhurdia: overthrows of Georgian fascist leaders has become the family problem of Bush dynasty-the father and the son… At the same time Putin and all Russian analysts blamed the coup on systematic mistakes by Shevardnadze in politics-it is well known, that in the past Shevardnadze supported the advance of Gamsakhurdia… Then he himself recognized Georgian fascism before the international community-and then Shevardnadze himself immortalized its memory by his own decree. The West preferred to keep quiet about its toying with fascism in Georgia and the US exchanged Shevardnadze for Saakashvili. People in the US know: quiet about fascism is a blow to democracy. But by its "vow of silence" the West inspired Saakashvili for another twist of the Gamsakhurdia cult on all levels of Georgian government and society. The parliamentary decrees have already been passed to rehabilitate the first Georgian fuhrer and pension payments for his veterans are also planned… It is understandable, that Abkhazia and South Ossetia are protesting again, but this-the third choice of the West in Georgia-is worrisome not only to those two former autonomies. South Ossetia is protesting again-the full legitimization of the fuhrer Gamsakhurdia's inheritance is almost complete, implying, that the tragedy again knocks on Ossetia's door. It is not hard to imagine the world reaction, if for example, Mussolini would be rehabilitated in Italy or Hitler in Germany.. Or if anyone would decide to pay pensions to Nazi veterans…

In 2000, the UN Millennium Summit called the Lesson of 1945 to be eternal for all humanity! This is the base of the entire structure of post-war world, of the UN itself! Facts are a stubborn thing. Can anyone deny the fact that the West's policy in Georgia is a threat to democratic values? But it is not yet seen, that the West would turn to resolution in Georgia according to the recognized international norms of the Lesson of 1945. And this cannot but be a cause for alarm!

Europe's position on the resolution of the Georgian-Ossetian conflict was voiced in Berlin on Nov.26-27 2001 on the conference "Southern Caucasus-the unstable region of frozen conflicts". South Ossetia embraces all three conditions of the resolution ideology by the EU: 1-the reasons that led to the conflict must be researched in the global manner, that is in light of the contemporary political tradition and the system of international law; 2-in the framework of the same ideology, the political persons that led to this conflict must also be evaluated; 3-only the clear picture of interests of all persons and parties to the conflict, viewed globally, that is in the context of current political traditions and international law, can guarantee the sides' security in the peace process.

The EU strategy was clearly build on the answers to the Lesson of 1945. The position of Georgia in Berlin was the opposite, and this position was the base of that of North Ossetia, who for some odd reason took the place of South Ossetia in the Berlin conference-like Georgia, it rejected all three EU conditions. The facts are undisputable- for a year of his being in power Saakashvili did not demonstrate readiness to resolve the conflict based on the Berlin conditions of the EU, and these are the values on which stands the entire modern Western civilization!

For Russia, the problems in the Northern Caucasus were always created by the relations of Georgia with Abkhazia and South Ossetia. After Beslan, it became clear, that terrorism did not target North Ossetia by chance: in V.V.Putin's evaluation Ossetia is Russia's bastion in the Caucasus. We may add-the bastion of anti-fascism and anti-terrorism in the Caucasus! This argument is proven by Ossetia's war against Georgian fascism and by the fact that Ossetia is the first in Russia in the amount of terror victims and third in the amount of terrorist acts after Moscow and Dagestan. President Putin in Nov.2003 has qualified Shevardnadze's mistakes as systemic and his argument supported E.Primakov;s accusation of Georgia in organizing terrorism-it makes all accusations systemic for the international community. But the West is silent on the ideology and practice of fascism and terrorism in Georgia.

Ossetia demands trial of Georgian fascism for more than a hundred burnt Ossetian villages and for more than a hundred thousand Ossetian refugees. It is together with the fact, that even the four Georgian villages that supplied the blockade of South Ossetian capital, absolutely vulnerable to the complete physical annihilation, were not touched even after the Zar (Kekhvi) refugee massacre… But the US unlike the EU does not demand the trial of the guilty persons from Georgian and Ossetian sides and this raises the question: is the anti-fascism in Western politics a constant or variable value?

The West's strategic and tactical calculations in Georgia stimulated fascism. But even from the point of view of South Caucasus' isolation from Russia, as well as a means to blackmail South Ossetia, the policy of manipulation with Georgian fascism is immoral and dangerous! As well as different approaches by the West to the territorial integrity of Serbia and Georgia-underlined by V.V.Putin as well: Serbia is divided and Georgia is not; this approach further promotes fascism.

In the context of the universal Lesson of 1945 and its systemic connection with its lessons from Stalin to Sakharov and Beslan, Ossetia can-and even more so must-articulate its understanding of the role of the West. Ossetia questions the Western policies in crisis regions: what reality would the chain of the Western planned, bloodless "revolutions-holiday parties" and political expectations of "Serb-rose-orange" spectrum bring to the people if their "rosy expectations" are in reality a rise of fascism? Why the European Union and the US do not invest funds in the economies of the victims of fascism, but finance Saakashvili who disagrees with their conditions of conflict resolution? The facts speak for themselves and for those who engage in them: the West is financing fascism!

The parliament of RSO argues for the resolution based on the EU principles. The victory over fascism was realized as the Lesson of 1945 and became possible when the world realized the terrible danger that nazism entailed. Realized and therefore came together! Came together and therefore won! This is the Lesson of 1945!
